Maintained schools Have at least 3 members Make sure each of your committees has at least 3 members in order to be quorate (they can't hold any votes or make official decisions if they're not quorate). This is set out in regulation 22 of The School Governance (Roles, Procedures and Allowances) (England) Regulations 2013. Avoid having staff governors as members There’s no rule that prevents a staff governor from being on the pay committee, but it wouldn’t be very practical. That’s because there would be a conflict of interest when the committee considers the pay or performance of any staff member at your school, so they wouldn’t be able to take part in discussions or vote. See schedule 1 and regulation 16 of the 2013 regulations linked above. Associate members can sit on committees You can appoint associate members to a committee if they have relevant skills and experience (see section 5.3.5
