You're free to decide if, and how, governors or trustees can attend meetings remotely, via phone or video conference. The DfE told us this. 

You can also consider a hybrid approach of face-to-face and virtual meetings for your board (as per the governance guides – section for 5.2.1 maintained schools and 4.3.3 for academies).
