Whose responsibility is it? 

In maintained schools, the governing board is responsible for setting the length of the school day. This can be found in section 7.14 of the maintained schools governance guide.

In academies, the trust board is responsible for length of the school day, but may delegate this to the local governing body (LGB) (see section 7.13 of the academy trust governance guide).

Please note: In both cases, any final decisions about changes to the length of the school day or week should be decided with the school's senior leadership team (SLT).

There's no formal process

There's no specific process you need to follow if you want to alter your school day, other than consulting with your SLT. You don't need to notify the DfE or hold a formal consultation. The DfE confirmed this to us.
