What are terms of reference?

Terms of reference cover procedural requirements and practical details of an individual committee/local governing body (LGB). This includes outlining what constitutes a quorum, its monitoring responsibilities and what policies it will approve.

Who writes them?

If you're the chair of the governing/trust board or chair of the pay committee, it will probably be you who needs to write your terms of reference.
